Yes. Your chats stay in your account history until you delete them. Across chats, ChatGPT recalls two things: saved memories that you ask it to keep or that it keeps itself, and what it draws from your past chat history. You control both in settings.

It recalls what is in its memory, not the full text of your chats. Agree a detailed plan in one chat and the next may know the headline but not the detail.
What is saved inside a project may stay private to that project, depending on its settings.
That is governed by OpenAI's privacy policy and your account settings, including whether your chats are used to improve models. Check "Data controls" in your account, and do not write in any tool what you would not want kept.
